Those who understand Srila Prabhupada realize that if he had any intention of changing what he taught consistently for nearly 12 years, he would never change such a foundational principal to the Gaudia process of initiation with a single one page letter at he very end of his ministry. RtViks simply do not want their audience to understand how often, Srila Prabhupada expressed his confidence and expectations that his disciples would take on their own disciples after he departed from this world.
